2 SENATORS and PROVINCES
A maximum of 500 Senator "seats" are elected/appointed based on a $60. annual donation.
After expiration date of Senator term, based on $60. per year,
the Senator is automatically elected as MIP on the first day of the first year
which follows their term as Senator. The lowest ranked MIP is eliminated
when a Senator is transferred from Senator to MIP.
All Senators past, present and future, are automatically elected into the Republic of Earth,
Province, the Province where the country from which the Senator/donor originated,
until new Province guidelines for elections are established.
Worldwide Humanitarian-Giving Effort
The earth's total population will be grouped in twelve population-balanced
Province Republics regions for organization purposes where no boundary is breached.
Countries and groups of countries will be ranked from top most populated
Province (#1) to lowest populated province (#12) within each Province.
A worldwide humanitarian effort is hereby established worldwide to be coordinated with the
International Parliament's (IP) Cabinet Ministries starting with the IP Skill Development,
Entrepreneurship, Youth Affairs and Sports Ministry, and then eventually coordinated by
all sixty Cabinet Ministries.
The rotating schedule will follow the twelve Provinces month-to-month and as each
Province is attended the activities will be coordinated with the Provincial map
in the IP Senate Chamber. On January first the focus turns to China.

In cases like China, India, Africa and America, the country-groupings can
be alternately staggered, based on magnitudes of populations.
Subsidiary countries, states and provinces within these tweleve
population-balanced worldwide Provices need not be adjacent to each other
when alternating the grouping-order within whole countries or centinents
which were ranked consecutively based on population-totals of each
subsidiary country, state and province.
The highest criterea for grouping countries, states or provinces
within each of the twelve worldwide population-balanced Provinces
is the population counts.
The effort can start work on 1) education, then 2) nutrition, and 3) so on.
At present the children here need atlases, stationary, clothes.
After education we can go other projects as desired by members in
a way using ranked votes in Senate Chamber.
An effort for bringing recyclable aluminum shall be simultaneously established
in each province to help bring income to the humanitarian effort.

3. SENATOR TERMS
The term for Senators begins on the date of the donation and
continues for one year (365 days) in the following year of sign-up.
The first criterea for ranking of Senator seat is donation level.
The second criterea for ranking of Senator seat is chronological order.
The third criterea for ranking of Senator seat is votes cast in 1000-member assembly elections.
The Senator's donation will be recorded and received. Should the Senator ever wish to
"stand down", then the donation amount will be not be refunded nor will
the donation be transferred to another name.
The numbers of seats for Senators shall never be more than the number
of free elected members of International Parliament (MIPs).
The Senators may vote on Senate guidelines and decisions from time to time
but there is no requirement for such votes which are voluntary only. These
compilation of votes will be conducted only by the Senators themselves.
All Senators shall have access to all financial records for the
International Parliament. More detailed information which isn't available
on the Treasury Ministry's web page will be made available within 90 days
to Senators after a request is made in writing to the Treasury Minister.
All payments are to be in US dollars only unless pre-approval is
obtained from the Treasury Ministry.

4. SENATOR DONATION
Once the donation/contribution is received, the donor's
funds will be deposited into a bank account which is controlled
by Treasury Minister, the President and the Vice President
of the International Parliament.
All donors who contribute a minimum donation
amount of $60. to the International Parliament (IP)
will promptly and automatically become known as "Senator", once
the donation has been correctly registered with the Treasury
Minister, and/or is received by the appropriate clerk.

5. The 500 Senators are not elected during regular election cycles of
the parliament's elections. The total donation amount will apply as both an annual sum or
a total of multiple years. The annual donation is primarily for convention services
and the sum from multiple years has a secondary purpose which can apply to
different purposes other than the annual convention services.

6. Linked Senator Elections
Senators may serve in two Cabinet Ministries;
1) One Ministry as a Minister, Deputy Minister, Administrator or Director, and,
2) One Ministry as a "Linked Senator".
All other registered members may hold only one seat anywhere
in the Cabinet's sixty Cabinet Ministries (Not applicable to
Ministry Administrators).
For "Linked Senator Elections", only elected members within
the Ministry, of whom the Senator may be one by electing their
own name, may vote to elect the Linked Senators.

7. Senator IDs
Senators receive by email a special ID acknowledging the one-year term for Senator.
The term begins on the day the donation is received and lasts through one full year.
The ID will have text on one side only and will be in digital form and emailed
or sent via facebook text.
The signers on the ID will be the top-ranked President and top-ranked Vice
President, of the Ten Volunteer Executives. Should there be no willing signer
among the choices of President and Vice President, then the highest ranked
Execs who agree to sign will be acceptable.
The misuse of Senator ID cards by Senators, any misleading representation of the
International Parliament or misrepresentation of the role of the Senator
such as unilateral decisions on policies which are reserved for the Ministers or
the Ten Executives such as the creation of Ministries or other responsibilities,
can result in the revocation of membership as Senator, Minister, Member or other
punitive actions such as demotions.
The process for approving Senators is as follows:
--The Senator completes the sign-up form and pays the donation.
--The Senator confirms their identity by messaging a copy of their
state's identification. Only names on state IDs can be used
on certificate.
--The Senator's term begins on date of donation,
for one year to the day, then through the the end of the
year to December 31st of the year which the term had expired.
--The Senator's name remains on the home page of the International
Parliament for the complete year that the donation had been paid,
and at the end of the first full following year (December 31st),
the Senator's term concludes.
Senators of whose term had expired,
are then transferred from the title "Senator", to "MIP", and they are
removed from all communication lists for Senators.
--After the new Senator completes the required steps, an ID and certificate
is completed and emailed to the new Senator. The ID and
certificate are broadcast via email and/or facebook to popularize
the title of Senator.

8. Senator DECLARATION
Senators must sign a special declaration provided by Vote Counting Ministry. The declaration
will be emailed, and must be signed and returned with origibal signature on paper within 90
days of receipt or the Senator will be removed from post.

9. Senators to Province
Senators names may be listed to their own Republic of Earth, Province Parliament.
Listing of Senators is updated at the end of each year before December 31st.

Individual "Republic of Earth Parliaments" Grouped by Continent (Est. 2013)
Once the 500-seat Senate chamber is elected, lower-ranked Senators/donors "spill over"
into a national Republic of Earth, the country from which the Senator/donor originated.
When no country is known then the name is eliminated from all records
and no splill-over takes place.

10. Senate Chamber, General Assembly and All Committee Guidelines
The Ten Executives of the International Parliament (IP),
or any person designated by the ten elected Executives, may at
any time make oral or written statements to all IP committees.
Senate Chamber, General Assembly and All Committee Guidelines Conference Call Guidelines
a. The Speaker and Co-Speaker are elected by Ten Executives.
b. The Speaker and Co-Speaker may elect by consensus vote,
a call for date and time of all Senate Chamber, General Assembly
and Committee conferences.
c. Seven-day advance proof of service notice to be
required to be sent to all Senators for all-Senate Chamber
Conferences and Conventions, to all MIPs for all-General Assembly
Conferences and Conventions. A preferred contact method for proof of
service will be used for notification(s) for all
participants.
d. The Ten Executives may elect an unlimited list of committee
members as Speaker and Co-Speaker "back-ups" or "fill-ins",
for Senate Chamber and General Assembly Conferences and Conventions.
e. Bottom-ranked names for Executive Committees may lead
initiatives with goals of making "Committee Reports" to the
Senate Chamber and General Assembly Conferences and Conventions,
and higher-ranked names on Executive Committees serve as the most
accountable back-ups for each Executive Committee. The
names on the Speaker and Co-Speaker list, are thus accountable
to the votes by the Ten Executives of the International Parliament
who initially ranked their name(s), electing them to head the committee as
"chairperson".
f. The elected chairpersons of each Executive Committee
may maintain their committee as they see fit, using ranked choice
voting (RCV) to regulate names and decision-items within the
committee they lead. The Ten Executives do not maintain each
chairperson's committee, only the lists of Executives Committees,
all the names on the Ten Executives' lists known as "Committee
Chairpersons".
g. Chairpersons, Speaker and Co-Speaker, all may designate guest
Speakers for telephone or video conferences from time to time
who may conduct multiple functions of the Senate Chamber Conferences,
they may speak, when listed as item on the agenda.
h. Order of Business: Senate Chamber and General Assembly
Conferences and Conventions will be conducted by an elected
Speaker and Co-Speaker, starting with the top-prioritized name(s),
as designated by the agreement of Speaker and Co-Speaker.
i. The order of business shall be as follows:
(a) Calling of the meeting to order
(b) Roll Call
(c) Proof of Service, Notice of Meeting or Filing of Waiver
(d) Reading and approval of minutes of last annual meeting
(e) Ratification of prior Board actions
(f) Report of Officers
(g) Reports of Committees
(h) Election of Guidelines
(i) Election of Agenda
(j) Miscellaneous Business
(k) Call for Nominations
(l) Final Roll Call

11. Senators and Ministers may open a private and/or retail office for
their own use as Senator and/or Minister.
The terms are as follows:
--The use of the IP's logo and/or weblink will remain in effect only
for as long as the Senator term is in effect ($60./year)
and for Ministers, they may use the logo and weblink only remain in
effect for as long as they are elected Cabinet Minister of IP which is
subject to a 365-day "vote of confidence".
--A release of liability must be signed by the Senator
or Minister opening the office.
--All business and financial activities for MIP activities, which are to be regulated
by the All Party System Co. and subject to the APS Co.'s
regulations and all income generated by Senator sign ups
must go directly to the All Party System Co. business bank
account.
--Eventually change of these regulations is expected
over time as need requires and nothing is neither absolute
and final, and terms may change as guideline item #126
is changed and improved.
--Violation of these or any other guidelines for the
new International Parliament can negate any further
business agreements between International Parliament and
the Senator/Minister who is responsible for such agreements.

__11__ PAPER BALLOTS will be made confidential to the highest level possible.
* * *
__12__ VOTER ELIGIBILITY:
The voter must register their name with at least two
methods of contact; and must comply with the voter eligibility
requirements for voter's country of residence.
The voter must be a voting citizen of a country.
The voter must be 18 years old or older on Election Day.
The voter must not be in prison, on parole, serving a state sentence in county jail,
serving a sentence for a felony or on post-release community supervision.
The voter must not have been found to be mentally incompetent by a court.
Non-voting class membership will always be made available.

__13__ VOTER AUTHENTICATION:
Voters must only provide their name (as registered), and at least two
methods for contacting the voter, as part of their registration.
When two or more methods of contact aren't provided by the voter, then
further explanation will be considered by the Vote Counting Ministry verifiers.
Violation of this or any other rule will automatically disqualify a ballot.
Additional Measures
Once 500 Members of International Parliament (MIPs) are elected, the following rules automatically take effect:
13.a Registered voters must meet stricter verification standards and each vote to be verified.
13.b Elected MIPs must also meet the same stricter verification standards and each MIP vote to be verified.
13.c Registered voters and elected members must apply for ID#, verification and validation
when voting online, via postal, telephone, facebook or at conventions.
The issuance of the ID# will be required for the registered voter to participate.
13.d ID# information will be stored in the International Parliament's files in chronilogical order.
13.e MIPs who vote for the Ten Execs and/or other votes within the International
Parliament must provide ID proof by emailing, facebook message or mail, a copy of
that voter's own state-issued ID.
All new sign-ups, nominees and elected names within each party/category
will qualify for the ballot and will be ranked below all other names on the
prepared ballot. The order of these names will be determined first
based on the rankings of "nomination ballots", and secondly by
chronological order of the dates that the nominee's name was received.
Ties are broken alphabetically.
13.f First International Parliament Election Guidelines 2017
The first 500 new sign ups are considered elected as Member of International Parliament (MIP) by
the process of signing up. Once 500 names sign up, new sign-ups become the "nominees" in first
International Parliament Election.
On Feburary 1st through March 31st Nominations will be accepted.
At the time of the writing of these guidelines (1/13/2017), new signups are
occurring after the 500th signup, and the new signups between January 13th and
February 1st will also be considerd as nominees and added to the blank ballot.
All full Ministers and Deputy Ministers automatically qualify for the ballot
for electing the 500 MIPs.
April 1st to April 19th is the preiod for ballot preparation and no new nominations accepted.
April 20th Eballot is released
April 20th to August 5th votes accepted. New sign-ups are accepted as #1 vote for new sign-up name.
August 5th, voting closed.
August 6th votes counted and election results are announced.
After August 5th 2017, new sign-ups will no longer counted as votes for MIP but the signup
action may count as a #1 vote for the person signing up to seats in the Cabinet as Director.
13.g The details of the first election schedule and guidelines for the election which follows
the "International Parliament Election of 2017" will be set by the International Parliament's
Vote Counting Ministry.
The names elected to the "International Parliament Election of 2017", along
with nominees set by a future vote on guidelines, will all qualify for the election to follow
to be known as the "First International Parliament" and the specifics will be detailed in the
here in guideline item 13.f. Estimated time frame for First International Parliament
Election will be five years after 2/1/2017.
13.h TOP TEN TICS
Once voting for MIPs begins in the First International Parliament Election,
when all the above items have taken effect, each registered voter is asked to vote for
a maximum of ten names in any election. When more than ten names are correctly ranked in consecutive order on the ballot
or eballot, then only the first ten names are considered recipients of the ranked votes, but not names enumerated
number eleven (11) and after number eleven (11), which are affected.
The Vote Counting Ministry is directed to count the earliest marked eballots which correctly ranked more than ten names
until all 500 seats are guaranteed to be elected. Once 500 names are guaranteed elected, then all marked
eballots that follow, the Vote Counting Ministry is asked to count only the top ten names on each marked eballot.
A exception can be made to count more eballpots/ballots which ranked more than ten names
when the Vote Counting Ministry deems a more fair count can be made with the volunteer manpower
that is available during the vote counting.
13.i Once an automated/robotic voting system
is in place, the limit of eleven rankings may not be required and may not be in effect.
13.j Once the ID# is registered then the voter is encouraged to use the eballot,
but the paper ballot is also acceptable.

14 The top-ranked names for the 500 elected MIPs (MIP=Member of International Parliament) and
the top-ranked names for the 500 Senators are elected as a set of 1000 names which are listed
based on rankings and grouped together in groups of parties/categories. The 501st-ranked
names for MIP and Senator, along with all additionally consecutively ranked names, serve as back-ups.

15 RANKED VOTING ONLY: All voting and vote counting shall be in the form of
ranked paper ballots only (and eballots when practical and verifiable).
Consecutive numbers beginning with the #s 1, 2, 3, 4, etc. etc. must always be
used when marking on (e)ballot of all alternative decisions or names.
Deviation from this guideline will disqualify the ballot, and the ballot
will be marked spoiled.

16 Pure proportional representation (PR) will always be used.
* * *
17 THE SAINTE-LAGUE PARLIAMENT SYSTEM, Hagenbach-Bischoff method,
under ranked choice voting, for seat allocation in all multi-seat districts:
Divide the election's total number of votes by the number of seats.
This is the 1st quota.
Divide this quota into each candidate's votes, and round off to the
nearest whole number.
That's that candidate's seat allocation.
If, due to rounding, this awards a number of seats different from
the desired number of seats, then adjust the quota slightly up or down,
till, when paragraph two is carried out, it will award all seats.

18 Any resident of earth, nominee and/or proxy may observe the counting of the
ballots. Volunteer counters will conduct the vote counting.
* * *
19 Choices marked on "eballots" are posted for public view and are
not bound by confidentiality under the behavior of officers of the Parliament.
* * *
20 EBALLOTS are ballots cast via email and must be emailed to
unitedcoalition "at" international-parliament "dot" org, a private
email address used by the secretary and observers for receiving such
eballots. No reply email will be sent to voters who cast eballots
other than a verification message, unless the voter indicates that
he/she wishes to be self appointed/elected to the
www.international-parliament.org site or when a question regarding
verification or validation is raised by a volunteer vote counter.

__21__ Volunteer vote counters may be added to the exploder email address
unitedcoalition "at" international-parliament "dot" org as a subscriber by sending the message
"subscribe" to unitedcoalition "at" international-parliament "dot" org.
* * *
__22__ Telephone voting is permissible, acceptable and verification
and validations will be provided when requested.
* * *
__23__ Elections of rules shall be perpetual and the simple majority vote,
by elected MIPs/Senators who vote on rules, passes rules.
* * *
__24__ BALLOTS AND EBALLOTS: All world residents are eligible to vote once, in
each International Parliament Election cycle.
* * *
25 1000 Members of International Parliament (MIPs)
There will be five-hundred "Members of International Parliament" (MIPs) who
are elected members for free under ranked
choice voting as one 1000-member at-large district.
* * *
26 THE PARTY LEADER within the International Parliament is a label for the
highest ranked name categorized under each party. Party leaders are
responsible for the distribution of all ballots and rules to the
members of their party/category and lists.
* * *
27 Such ballots may be retype set or altered to specifically identify
their select nominees' correct name and party affiliation. All ballots
released to public used by the International Parliament's elected secretaries
shall count as a legitimate ballot and shall be presumed to represent
the correct and most current candidate name information.
* * *
28 BALLOT: ORDER OF NOMINEES of all names in the parliament elections
and subsidiary parliament elections will be determined by the results
caused by the voters' ranking of the nominees on the previous election's
ballots. This is known as the correct consecutive order of nominee.
Appointments and self-appointments will be listed chronologically.
* * *
29 NOMINEE ACCEPTANCE AND WRITE-INS:
Only names who formally ACCEPT the nomination of their name, self write-in
names and those currently already elected will qualify for the ballot/eballot
for the International Parliament.
* * *
30 A verifiable name and contact information must be provided in
order to qualify as a nominee for the (e)ballot.
* * *
31 The final order of the parties/categories on the final prepared
ballot will be determined by three criteria; 1) ranking in assembly based on
votes cast as proof, Senator block, and lastly new nominee names.
* * *
32 TIES: Ties will be broken by holding a runoff election only
when called by one of the Ten Executives. In all other
cases, all the names/items in a tie will be included in the results
and will be in a new "tied" category, even if the size of the assembly
or agenda list must be expanded beyond normal size set forth by these rules.
* * *
33 ONLY ONE SINGLE PARLIAMENTARY BALLOT, IS PERMITTED TO BE MARKED BY
EACH WORLD RESIDENT: All living world citizens may vote one time and only
one time. In cases where a second ballot (or more) is cast, only
the latter of the ballots will be counted, the former will be marked
spoiled, deleted and regarded disqualified.

34 The Executives are responsible for ensuring that the resolutions
and directives of the International Parliament and its ministries are
not in breach of international laws or laws at the headquarters of the
IP.
* * *
35 Require all the elected members to be in communication either
through facebook, email, twitter, telephone or postal service.
The official languages of all votes, resolutions and guidelines
shall be written in English, German and Spanish.
* * *
36 The number of seats on the executive may remain at ten but not more than ten.
When an executive resigns or stands down, a new election is called, and the vote totals
are tallied within 30 days of vacancy.
* * *
37 Paper Ballot Guidelines Recommended for all State, National and International Elections.
* * *
38 The paper ballots are placed in a clear ballot box by the voter, the box
is guarded, video taped all day and the votes are counted at the polling
location the night of the election.
* * *
39 The votes are counted two times by two different and diverse teams of
counters, recorded/taped/broadcast by two different devices with the public
able to observe and video/livestream the counting.
* * *
40 The results from the polling locations will be called to the Board
of Elections, emailed to the BoE and hand delivered. All three must
match. The Board of Elections will hand tally the results from all
the polling locations, again, two times by two different and diverse
teams of counters with this being taped, recorded and broadcast and
the public able to observe, tape and live-stream the entire proceedings.
And, the same goes for what happens at the state level.

41 The polling location should serve a maximum of 1,000 voters and
Election Day should be a national holiday with employers, if necessary,
having to arrange for special accommodations for employees that must
work, as with hospitals. A minimum of two hours personal time to vote
will be given to all citizens and voters.
* * *
42 The voters' names and marking on the ballot will remain secret
but the vote counting will be publicly observable.
* * *
43. Paper Share/stock Certificates
44 From 12/13/2016 forward, all Members who donate $60. or more, are entitled to
purchase shares/stocks from the International Parliament's All Party System Co.
store as an option. Restictions apply.
* * *
45. Paper Share/stock Certificates Restrictions
The All Party System Co. manages finances and all things to do with money
in the International Parliament. There will be a $25. minimum transaction fee for
all share/stock transactions (buying and selling) and restrictions
apply.
* * *
46. "Voting Stoppage"
Whenever a financial crisis occurs where the costs for paying basic
maintenance of the International Parliament are not being met, including
the costs of domain hosting, web design and obligations to all of the Members, then the
Treasury and/or Vote Counting Ministry can place end to all introductions of free membership
sign ups of Members of International Parliament (MIPs) and other free services
provided by the Vote Counting Ministry and this ending of free services will be known as
the "voting stoppage".
This bylaw item can also affect the internal Cabinet voting by Ministers, but it will not
include/affect "votes of confidence" by the MIPs, and the
voting for election of Cabinet Ministers (parliamentary go-ahead) by the Ten Executives.
The voting stoppage will terminate either upon
the recommendation/consensus to end it by both the Treasury and Vote Counting Ministries,
or once the numbers of Senators reaches the same number of free MIPs within
the general International Parliament's assembly membership.

47. Diplomatic Passports
Some ministers and deputies will be traveling a lot abroad. The International Parliament
will try to secure Diplomatic Passports to be used at the airports
and borders a diplomatic passport would make sense. Even for the professional
legitimacy to foreign politicians.
* * *
48. ID Cards
For activities within the country an ID card is sufficient. However, a
professionally designed plastic card should be used here. Since the
International Parliament nevertheless plays an important role in the
world standard, we should already pay attention to a professional public image.
* * *
49. In the future, ID cards may be produced for regular memberships, Ministers,
Directors, MIPs or others. But no ID cards can be produced for members unless
authorized by guidelines.
* * *
50. The International Parliament will not ever hold any election in a single-
winner district, where one single-winner decision or name is elected.
* * *
51. Ballot Preparation
* * *
52. SPACE FOR THREE OR MORE WRITE-IN choices must be provided on each
and every ballot, in all elections.
* * *
53. CATEGORIZATION AND PARTY NAMES The first and most important
criterion in determining the nominee's party/category is the
nominee's most recently requested or declared party/category in
Parliament matters. The second most important criterion in
determining the nominee's party/category is determined by the
nominee's state's records, as written by the member while
registering to vote. Appointed members may be categorized with any
party/category that they wish, and the party/category of all
members is considered to be the true one. Elected members
may decide to change or switch their party/categorization at any time
by proclamation. Members automatically qualify for the ballot
in the next election cycle under the party/category of
their choice.
* * *
54. First and last names are required. All nominated names
will be added to the ballot along with the party/category of the
nominee, country of origin and date elected.
When the party/category is not known, the label "[Info. Not Avail.]"
will be used.
When country is unknown the word "Earth" is assigned beside the name.
A nominee's name (and thus identity) may appear on the
ballot only once, so fusion voting is not allowed.

55. RESIGNATIONS. When elected members ask to be removed or they
"stand down", ask for "freeze of membership", resign, retire, or
die - the name is deleted. Once the name is deleted, then the next
highest ranked name is automatically elected to the
seat in their stead.
There is a one-week grace period (168 hours) for the person who resigned to
change their mind and remain with the International Parliament.
Once the week grace period passes, a resigning member who wishes
to return may only return as a new member.
When a member or candidate who has chosen to resign/stand down but then wishes to
return to the position which they had departed, then they must first
be re-affirmed by all the voters who had previously cast a vote for them,
in cases where an Executive or Cabinet position is affected.

56. Resignation of Executives.
When one of the Ten Execs stands down, a "vote of confidence" is called,
within 30 days.
The goal is to elect better Executives by calling for
nominations in an method to intentionally elect more active Execs.
Once the call is made, a second 30-day period to receive votes is
established, and at the end of the 60 days newly elected Executives are
announced.

57. TEN EXECUTIVES
* * *
58. ELECTIONS. Once elected, all new Members of International Parliament
(MIPs) may change their vote as a "vote of confidence" for the ten
executives into perpetuity.

59. THE VOICE of the International Parliament will be the ten executives.
* * *
60. Each of the elected ten executives may pick an "Executive Seat Title" once elected.
The top-ranked Executive picks first followed by 2nd-highest ranked, 3rd-highest and
so on. As each executive picks, no title can be picked a second time, so duplicate
titles are not permitted on the Ten Execs. In cases where the same title was picked,
other than ties, then the highest ranked name retains the title and the 2nd-highest
remains Exec but with no title, until a different title name is picked by them.

61. The ten executives elect up to sixty full Cabinet Ministers and sixty
Deputy Cabinet Ministers using the "parliamentary go-ahead".

62. The International Parliament's ten executives agree to rank all names
nominated by each of the other nine executives, thus guaranteeing that each
of the ten executives elects 1/10th of the 60 cabinet ministers. This
is known as the "parliamentary go-ahead".

63. THE TEN EXECUTIVES recruit as many
people as possible who will work in the Cabinet to run the efforts,
elects the planks on the platform and run the parliament's efforts free from
political conflict or bias. The executives do not control who
gets elected to the general assembly.
* * *
64. The ten executives of the International Parliament (IP) will
serve as "Founding Executives" on the unity business entity
named "All Party System Co., International Bureau", which is established
in order to report all unifying news, business, financial matters,
vote counting and results of vote counting of the IP to the public
and to serve as a store for generating sales of products and services.

65. SIXTY CABINET MINISTERS
MINISTRY: A simple majority vote by at least six of
the ten executives establishes the parliamentary go-ahead and
will elect new Ministers, even without the parliamentary go-ahead.
There will be one full Minister and one Deputy Minister elected to all
future Cabinet Ministry elections.
The full Minister is charged with guiding the Ministry's fifty (50)
Directors by recording votes, factoring votes and answering questions.
When there is a resignation from full Minister, the Deputy Minister
will be automatically elected as full Minister unless any of the Ten Executives rank a
different name.
When there is an opening at full or Deputy Minister, a top-ranked Director
within that Ministry shall be considered a top nominee by the Ten Execs.

66. FIFTY (50) MINISTRY DIRECTORS
There will be fifty (50) elected Directors. All Members
may only serve as one Minister or Director in any Ministry.
No Minister, Deputy Minister or Director may be elected or serve as a
Minister or Director in more than one Ministry.
Only the Ministers and Directors within each Ministry may elect
Directors, resolutions, agenda items, guidelines
and Administrators within each earth-at-large Ministry district, except
in cases where the Ministry had elected special internal guidelines regulating
eligibility for voters for that Ministry.
Once Directors are nominated and elected, their name is added to the blank
eballot, and they may vote for Director elections.
Internal Ministry guidelines may not conflict with the
International Parliament's general guidelines. In cases
where there is a conflict, these International Parliament's
guidelines (AKA "RESOLUTION NUMBER ONE") overrule internal
guidelines.

67. GENERAL MINISTRY "FREE DIRECTOR" ELECTION GUIDELINES
Initiating the Ministry
a. While the Ministry is being established and the Directors and
Administrators are being elected to maintain the Ministry, the
International Parliament's Ten Executives shall have
the authority needed to establish and maintain these Ministry internal
Director election of one set of guidelines, fifty elected Directors,
three Administrators and ten Senators (AKA "Linked Senators").
Once all of the "seats" named above are elected and filled, then the
five-member executive (the two Ministers and three Administrators),
are expected to maintain the elections.
Ministry Internal Elections
Fifty Directors Are to Be Elected for Free in Each Ministry Under Ranked Choice Voting
b. The fifty "Free Directors" are elected by the Ministy's eligible voters
by ranking of the names. Once elected, all the elected Free Directors and ONLY the elected
Directors, may vote for the three Administrators, ten "Linked Senators", resolutions,
agenda items and/or internal guidelines.
The full Minister and Deputy Minister are not to be and may not be elected as a Director, but
rankings on a marked eballot for a full and/or Deputy Minister's name on any of the IP Ministries will not
cause a spoiled eballot (for the Minister or Deputy Minister) on Director election eballots.
In cases where a Minister was not elected as Director, should the full and/or Deputy
Minister choose to "stand down", resign, die or be unelected,
the name who was Minister or Deputy Minister may be reinstated
as Director if the Director Election vote totals elect their name.
Elected Ministers (and Deputy Ministers) are removed/added from the list of
the elected 50 Directors as they are elected/unelected, because Ministers may not
serve simultaneously as Director.
There are potentially sixty-five votes on all matters within each
Cabinet Ministry: Two Ministers + Three Administrators + Ten Senators +
Fifty Directors = Sixty-Five Voters.
Acceptance of Nominations
c. Nominated names for the ballot electing the Directors
must be only names who accept/agree to be nominated, must provide
biographical information (AKS "bio form") and must be
ranked to be nominated and/or elected.
When Directors are eliminated from a Ministry for one reason or another, their name
may remain on the blank eballot as a nominee for Director. They may also
vote within the Ministry, as long as they vote for and elect their own name to the Ministry and
their name is not currently serving in another Ministry.
d. Nominations by Facebook and Sign-up
The first fifty names who join the Ministry's facebook
page and who are ranked by correctly registered voters
of the International Parliament, may be elected
to the Ministry by "facebook signup and nomination".
Once the cap of fifty Free Directors is reached no more
names will be automatically added as elected Directors
by "facebook signup and nomination".
Ministry Transformation in 2017
Starting from top to bottom, all Ministries will
start undergoing a "transformation", whereby the 50
Directors are elected, there are plenty of names
as back-up Directors, email and other contact methods
are known and updated, and all 50 Directors' terms shall serve
until all sixty International Parliament Cabinet
Ministries are rejuvinated.
First, new sign-ups are directed into the new
Ministry undergoing the transformation.
An election schedule is announced by the
Vote Counting Ministry or volunteer vote
counter.
Ministry Director elections will consist of
seven days of nominations followed by seven days of Ministry
Director Elections.
Nominations for Directors shall always start at one
minute after midnight on a Sunday, Pacific Standard
Time (PST), on a date chosen by Vote Counting Ministry.
Elections for Directors shall always start at one
minute after midnight on a Sunday, Pacific Standard
Time (PST), on the first Sunday which follows
the date which had been chosen for nominations.
Names who join the facebook page may be considered
automatically self-nominated and elected Free Directors
if acceptable by IP President and/or Vice President.
Joining/accepting to the facebook page can be
equivalent to a one-time #1 vote for their own name in cases
where no other internal guidelines had been approved.
Once fifty Directors are elected, the facebook method
of nominations and elections no longer apply.
e. Director elections can be called to fill any
empty seats on the fifty Director posts. The
Ten Executives of the International Parliament
may also call for new Ministry Director elections
when needed.
f. After 50 Directors are elected they will remain the
recognized Directors until the next "Special Ministry
Directors Election" is announced by the Vote Counting Ministry.
g. Linked Senators
Linked Senator Elections are perpetual and only elected
members within each Cabinet Ministry may vote for Linked Senators.
Senators may decline being elected as Linked Senator.
h. Only rules passed by the Ministry itself
will be recognized by members of the Ministry, except
for rules affecting the in International Parliament
that are passed by the International Parliament or
its executive committee. All rules passed by other
ministries, or other external equal or subordinate
entities, which seek to affect this Ministry in
International Parliament shall be considered null
and void unless approved by the majority of
elected Directors within the Ministry itself.
Only the Ministry's full and Deputy Ministers, Directors
and Administrators may vote on internal guidelines, resolutions,
agendas and other internal Ministry matters.
i. Administrators
An administrative committee of five members
is established, consisting of the full and
Deputy Minister and three administrators. The three
Administrators are elected by Directors of the Ministry
in an ongoing "vote of confidence" election for Administrators.
Administrators may hold seats as one of the three
Administrators allowed, and they may also hold seats
as Administraors in multiple Ministries.
Being an Administrator in one or more Cabinet Ministries
will not be affected by the same name being a Senator in
two Ministries and/or having their name in only one Ministry
when name is non-Senator. As Administraor, a name may serve
in one Administrator seat, in up to sixty Ministries, and
there is no limit to the number of Ministries to which
an Administrator may be elected.
The highest ranked administrator shall be the Administrator;
the second highest, Deputy Administrator; and the third
highest, Associate Administrator. The executive committee
of five shall have the authority to conduct business on
behalf of the ministry, as authorized to do so within
ministry guidelines or resolutions.
Any member of the Ministry may be
elected as one of the three Administrators, so long as
they accept nomination.
The full and Deputy
Minister, who by virtue of their offices will already
be holding a seat on the five member executive committee,
may not be elected as Administrators.
Ministers, Senators and Directors may hold a multiple
seats as Administrators, and Administrators may hold
as multiple seats, regardless whether as single full
or Deputy Minister's seat, a Director's seat and/or
"Linked Senator" seat.
In cases where an Administrator holds a second
seat in the Ministry as either Linked Senaor, Minister
or Directors, the name holding two seats still gets
only one vote in Ministry matters and not two votes,
one as Administrator and one by holding a second seat.
j. Facebook Voting Page and Password
This five-member executives shall have a password
to a facebook page and when one of the five stands down
or is unelected, the password may be changed by the
remaining five executives to insure privacy.
k. Choosing Party/Category of Directors by Minister
Since the free speech word/party category is not
always the correct word(s),
of course the elected Director herself or himself,
each Director may always pick a new or different word(s)
that they may wish to be listed by their own name within
the Ministry and on eballots. The full or Deputy
Minister may specify a party/category.
Vote Counting Ministry Certification
l. The elections last into perpetuity and the
voting records and results are to be overseen,
announced, maintained and subject to approval and
Certification by the International Parliament's Vote
Counting Ministry. Certification occurs when the
Ministry's web page is updated.
m. Directors May Be Elected in Only One Ministry of IP Cabinet
In cases where the name holds a seat in a second Ministry,
the Vote Counting Ministry will delete the name from the
Ministries in which the elected Director has the highest
stature. A #1 spot represents the highest ranking.
All Directors who hold seats in multiple Ministries
are expected to contact the Vote Counting
Ministry regarding which Ministry they'd like their name
to remain. If no request is made, then the Vote
Counting Ministry will have first say in removing
the Director's name in the places where the name is the highest
ranked.

68 SLANDERERS and ANTAGONISTS
NO PERSON MAY BE CENSORED, no limits may be placed on free
speech by/of any other person or nominee, including International Parliament's
elected members and staff, at any time except when applying these guidelines
to the party/category labels/names and when regulating the
membership status for regulating antagonists.
NO HATE WORDS AS PARTY/CATEGORY NAME: Party/category's labels/names
may not be used in such a way that slanders or libels names of any
person or other party/categories or individuals. Those that refuse
to comply by continuing to libel others through their choice
of party name will be categorized as members of the Censored Party.
Elected members using a name or pseudonym rather than their actual
name, which libels, slanders or mimics (such as incorrect spellings),
shall have their name censored and instead will be known only as
Anonymous.
Members of any International Parliament entity who antagonize others more than once
use through the use of profanity, slander, blank-male, insulting or offensive vulgar
language, harassing or chauvinistic speech, terrorizing threats, including
the threats of lawsuits against other members/vote counters or volunteers
within the International Parliament or those who use actual physical force or violence,
persons providing a false name and/or contact information, sending repeated emails
or facebook messages (five or more) after being asked to refrain from such messages,
these members may be permanently or temporarily removed by the full Minister in that
Cabinet Ministry, by any of the ten executives of the International Parliament
or by the International Parliament's web page or facebook page maintainer.
Messages and emails that do not represent our purpose and mission that appear to be
threatening, or slanderous should be ignored. Our mission and purpose is clearly stated and
any opposition to our mission is an opposition to peace. In most cases we must take
the higher ground and ignore.
Menacing name-calling through facebook messages and emails can be grounds for removal
of the person's membership status, especially when these harrassing messages are
directed at those who are busy helping to build membership and unity and
when directed at any of the Ten Executives. Such behaviors will not be tolerated
and removal from membership, email lists and facebook pages will be executed as needed.
In the future, as the Ten Executives approve an agenda requiring such actions,
Executives, Senators, Ministers, Directors and all Members may
be required to sign a declaration statement in which they promise that they
are not a convicted criminal or opponent on the government of any state or country.
Had such convictions occurred in the past, present or future, then the Ten
Executives have the athority to remove the name from the International Parliament,
subsidiary parliaments and membership rolls.
MEDIATION AND CONCILIATION MINISTRY: Appeals of a name's removal action may
be taken to the Mediation and Conciliation Minister where rules for such appeals
are to be written, voted upon and approved.
First a "Docket Number" is created and then guidelines are elected for hearing
and making rulings on the first appeal to the Mediation and Conciliation Ministry
within thirty days of receipt of the first "Docket Number" created.
The hearing by the Ministry must be completed in thirty days after the facts
had been presented and there will be only one hearing by the Ministry. Further
appeals may be taken to the "court of public opinion" and a new Mediation and
Conciliation Minister must have been elected prior to second appeals.
APPEALS In cases where a registered voter and/or member was removed, an appeal on such
cases is brought before to the Mediation and Conciliation Minister and
must include a serious defense and explanation of the case for the person was
removed. There must be also be a demonstrated knowledge of the International
Parliament's guidelines and examples of using pure proportional
representation (PR) for generating a unifying psychology must be provided.
Should any financial compensation be asked for or awarded after an appeal
had been heard and a ruling had been finalized by the International
Mediation and Conciliation Service Minister which is charged with
recommending such financial compensation, then the case can be taken to the
All Party System Co.'s International Bureau's Ethics & Grievances Committee of Four
where a determination of the exact amount can be made and executed by the
All Party System Co.'s CEO.

__70__ Declare that all of the elected and appointed members of the International Parliament,
all countries' national parliaments, all subsidiary super-state, mini-state
and county micro-state parliaments, to be members of a national and international
"Unity Coalition" or "United Coalition" effective November 5th, 2014.

__71__ The International Parliament's subsidiary Republic "Unity Coalition"
elections shall be in two phases; one before the country's primaries and one after the
country's primaries. That way, a strong emphasis can be placed on official state-recognized
ballot-qualified and write-in candidates both before the primaries and after the
primaries, and the dates are customized for each of the country's official primaries.

__73__ Conduct an international Direct Democracy (DD) election which will elect planks
to a "Unity Platform".

__74__ The promotion of the Unity Coalition's "Unity Platform" can used used as an
example of teamwork. The team can be promoted as being dynamic so that
every item is up for a continual "vote of confidence" by all the members, all the time.
That way, the recruitment of new members can take place in order to collect
more votes for improving the planks on the Unity Platform.

__75__ PLANKS OF THE PLATFORM: The ten elected executives shall elect the
UNITY PLATFORM with a series of "planks" from all the items they pick and
rank from the DD election.

__76__ Guideline of Priority and Procedure
* * *
__77__ GENERAL PROVISIONS: Guideline of Priority and Procedure. The
GUIDELINES contained on this web page shall be the official first
GUIDELINES of procedure for the International Parliament and will be used
for all transactions of business once ratified by a majority of the
Members of International Parliament (MIPs) and Senators. These GUIDELINES will
take precedence over any other set of GUIDELINES.

__78__ GUIDELINE CHANGES: The Executive Committee reserves the right
to make changes in these GUIDELINES by 6/10th vote and to present
these changes to the delegates/members at any time. All changes should
accommodate the desires or complaints of the Senators, MIPs or staff so as to
improve the conduct of business online and offline.

__79__ EXECUTIVES: The Executives of the International
Parliament may select or approve persons to serve as Speakers and
Co-Speakers, Chairpersons and Co-Chairperson, Legal Counsel and
Co-Legal Council, and Secretary and Co-Secretary, for each committee
and any other position to help conduct the business, by simple
majority vote of the sum of the Ten Executives who vote.

80. CHAIR PERSON: Absence of Chairperson and Co-Chairperson.
If the Chairperson and Co-Chairperson should find
it necessary to be absent during any part of a committee meeting,
he/she/they shall designate two individuals (preferably the Legal Counsels)
to assume his/her/their duties with the same authority.
* * *
81. General Authority of the Chairperson and Co-Chairperson. In addition to exercising
such authority conferred upon the Chair elsewhere in these GUIDELINES,
the Chair and Co-Chair shall declare the opening and closing of each session of
the committee, direct its discussions, ensure observance of these
GUIDELINES, accord the right to speak, put questions to a vote, and
announce decisions of the committee.

__82__ MEMBERS: Number of Accredited Delegates.
The number of delegates allowed on any delegation of the Parliament
shall be limited to elected Senators for "Senate Chamber" and
MIPs and Senators for "General Assembly".
MIPs and Senators are considered "Accredited Delegates".
All Accredited Delegates must present their ID as proof of
their identification, before being allowed to enter the
general assembly virtual chamber.

__83__ DIPLOMATIC COURTESY: All delegates MUST accord all other
delegates diplomatic courtesy at all times. Any delegate or visitor
who, after being advised by the Chair, persists in an obvious attempt
to divert the meeting from its intended purpose, or who otherwise
attempts to disrupt the proceedings, shall be subject to disciplinary
action and expulsion by the Chairperson.

__84__ AGENDA
* * *
__85__ AGENDA Selection of Agenda Items. Agenda items shall be
selected by the Executive Committee, led by the Speaker and Co-Speaker and made public
at least one week before convention.
Once selected, these items are fixed for the duration of the conference
and no other items will be discussed.
The Agenda can consist of Resolutions, Motions and Agreements.

__86__ ORDER OF CONSIDERATION OF AGENDA ITEMS: Agenda items will
be considered in the order in which they appear in the agenda
eballot, unless that order is altered by a majority of the Committee.
The first set of agenda items approved by a simple majority of
the Ten Executives and will be known as "RESOLUTION NUMBER 2".
As new Executives are elected, the incoming executives
will be asked to approve (or decline) all previous RESOLUTIONS
and should the number of approving executives falls below a 6/10ths
majority of Executives then the RESOLUTION is considered
unelected, invalid and withdrawn. Only resolutions that
retain a majority support of the Ten Executives can be considered
approved.
For electing the multiple items of a declaration;
All the items are to be placed on the agenda and only the
items within the declaration which are approved by a
6/10ths vote by all Ten Executives.
New executives have 60 days following the election
of their name to approve all RESOLUTIONS beginning with
RESOLUTION NUMBER 2, 3, 4, etc. and RESOLUTION NUMBER 1
is not affected by incoming and outgoing executives
because the majority coalition electing RESOLUTION NUMBER 1
consists of MIPs of whom Executives may be one.

__87__ PRIOR APPROVED RESOLUTIONS: Order of Consideration of
Prior-Approved Resolutions. Prior-approved resolutions are
resolutions that were received by the specified deadline and
were deemed appropriate by the staff. They will receive
priority over other resolutions. The order of appearance of
resolutions before the Committee is determined by the date
in which they were received, and is listed under the appropriate
committee topic in that order in the resolution book by the
Secretary.
When the Chair opens debate on any agenda item,
any delegate may move for consideration of an approved resolution
on the agenda item that has been submitted to the chair with
signatories of 1/8 of the delegations present. If the motion
is seconded, the Chair will direct the committee to an immediate
vote without debate on the motion, a majority being required for
consideration. If no resolution receives a majority vote in favor
of consideration, the Committee will automatically have before it
for consideration the first resolution in the resolution book
under that agenda item that has been received by the chair with
the appropriate number of signatories.

__88__ CONSIDERATION OF RESOLUTIONS WITHOUT PRIOR APPROVAL:
Resolutions that were not received by the specified deadline
may still be considered, but not until 1/2 of the prior approved
resolutions on the agenda item have been considered. For a
resolution without prior approval to be considered, it must
relate to the committee topic currently being debated, be
submitted to the chair with signatories of 1/8 of the delegations
present, and the delegate must supply enough copies of the
resolution for each delegation present. Once these conditions
have been met, any delegate may move for consideration of the
resolution. If the motion is seconded, the chair will direct
the committee to an immediate vote without debate on the motion,
a majority being required for consideration.

__89__ SUBSTANTIVE PROPOSALS: Delegates will receive selected
resolutions for consideration no later than at the time of the
conference registration. The delegates must submit resolutions
in the proper form by the deadline set by the Executive Committee.
* * *
__90__ Reporting Resolutions to the Parliament. The Chair
of each committee shall report resolutions passed by that committee
to the Parliament for its consideration. If a
committee fails to approve a resolution on an agenda item, it
shall submit a "Declaration of No Report" on that agenda item.
That topic area will not be considered by the Parliament.

__91__ Amendments. All amendments to resolutions must be signed
by one sponsoring delegation and at least one other seconding
delegation; they must be submitted on an official amendment
form for approval by the Legal Counsel and must be labeled
with an identifying number by the Secretary. Secondary
amendments and amendments by substitution are not acceptable.
Obvious typographical efforts will be brought to the Committee's
attention and collected by the Chair with no vote required.
To move an amendment to the floor, recognition by the Chair
and introduction of the amendment will suffice; no vote
shall be required. Once an amendment has been brought to
the floor, the Committee shall consider only the amendments
and not the Resolutions until final action on the amendment
has been taken (except to the extent that the amendment
pertains to the Resolution).

__92__ Definition of Amendment and Voting on Amendments. An
amendment is a motion that adds to, deletes from, or revises
any part of a resolution. A series of alterations proposed
by a single delegation to the same resolution shall be
considered as a single amendment unless a motion is made
to divide it.
* * *
__93__ Closure of Debate. A delegate may move to close debate
at any time on any matter. Such a motion closes all substantive
debate on the matters before the body at that time, except
when such a motion would interrupt a speaker. Two delegates
may speak against closure, and the motion will then be put to
a vote. During debate on an amendment, a delegate may move
for closure of debate on the resolution. If closure passes,
then the amendment shall be voted on first followed by the
resolution.

__94__ Move a Resolution to the Floor. Used to bring an
approved resolution to the floor, this motion may not
interrupt a speaker and is not debatable. No second is
required.
* * *
__95__ DEBATE AND SPEECH GUIDELINES: Speeches. No delegate
may address the committee without having previously obtained
the permission of the Chair. The Chair shall call upon
speakers in the order in which they signify their desire
to speak. Delegates may not interrupt a speaker except on
a point of order or point of personal privilege. Abusing
these rights may be considered violations of diplomatic
courtesy, and can result in disciplinary action taken by
the chair. Motions should be made at the conclusion of the
speaker's remarks; by making a motion, the speaker yields
the floor.

__96__ Time Limit on Debate. The committee or the Chair may
limit or extend the time allotted to each speaker and the
number of times each delegate may speak on a proposal.
There may be one speaker in favor and one opposed to the
limitation/extension.
* * *
__97__ Right of Reply. During debate, the Chair may accord
the right of reply to any delegate if a speech by another
delegate contains unusual or extraordinary language clearly
insulting to personal or national dignity. The decision
granting a right of reply may not be appealed. Requests
for a right of reply shall be in writing to the Chair.
The Chair will limit the time for the reply. There shall
be no reply to a reply.

__98__ FOUR POINTS - IN ORDER OF PRIORITY
Point of Order.
If, during the discussion of any matter,
a delegate believes that the committee is proceeding in a
manner contrary to these GUIDELINES, he or she may rise to
a point of order. The delegate so rising will be immediately
recognized by the Chair and the point ruled upon. A delegate
rising to a point of order may not speak on the substance
of any matter under discussion.
Point of Personal Privilege.
If a delegate wishes to
raise a question or make a request relating to the
organization of the meeting, personal comfort, or the
conduct of fellow delegates or staff, he/she may rise to
a point of personal privilege. When a delegate rises on
privilege, the Chair shall take such action as is necessary.
Point of Parliamentary Inquiry.
A point of parliamentary
inquiry is directed to the Chair for information or guidance
on procedure. This point may not interrupt the speaker.
It is a question and does not require seconding or allow
for debate. Replies by the Chair are not appealable.
Point of Information.
If a delegate wishes to obtain
a clarification of procedure or a statement of the matter
before the committee, the delegate may address a point of
information to the Chair. During debate, if a delegate
wishes to ask a question of the speaker, a request to
question the speaker may be made in the form of a point
of information directed to the Chair after the speaker
consents to be questioned, all questions and replies are
made through the Chair. Delegates shall not interrupt a
speaker on a point of information.

__99__ MOTIONS - ORDER OF PROCEDURAL MOTIONS
The motions as indicated in the Short Form of Points
and Motions have precedence, in the order given, over all
other proposals or motions before the committee.
Adjournment of Debate. During the discussion of any
matter, a delegate may move the adjournment of debate on
that matter. One delegate may speak in favor of the
motion and one opposed. The motion shall then be put to
an immediate vote. Adjournment of debate on a resolution
or amendment has the effect of tabling that item and moves
the committee on to the next order of business.
See also 8.9 on Reconsideration.
Closure of Debate. A delegate may move to close debate
at any time on any matter. Such a motion closes all
substantive debate on the matters before the body at that
time, except when such a motion would interrupt a speaker.
Two delegates may speak against closure, and the motion
will then be put to a vote. During debate on an amendment,
a delegate may move for closure of debate on the resolution.
if closure passes, then the amendment shall be voted on
first followed by the resolution.
Move a Resolution to the Floor. Used to bring an
approved resolution to the floor, this motion may not
interrupt a speaker and is not debatable. No second
is required.
Suspension of the Meeting. During the discussion of
any matter, a delegate may move to suspend the meeting.
Suspending a meeting recesses it until the time specified
in the motion; the Chair may request the mover to modify
the time. When the committee reconvenes it will continue
with its business from the point at which suspension was
moved.
Adjournment of the Meeting. The motion of adjournment
means that all business of the committee has been
completed, and that the committee win not reconvene
until the next Annual Session. The Chair may refuse
to recognize a motion to adjourn the meeting if the
Committee still has business before it. A motion to
adjourn is not debatable, and will be put to an immediate vote.
Decisions of Competence. Any motion calling for a
decision on the competence of the Committee to discuss
or adopt a proposal shall be put to a vote before the
vote is taken on the proposal in question. If a
Committee decides it is not competent to discuss or
vote on an amendment or resolution, the effect is the
same as adjourning debate on the matter. See also 8.9
on Reconsideration.
Withdrawal of Motions. A motion may be withdrawn
by its proposer at any time before voting on it has
begun, provided the motion has not been amended. A
withdrawn motion may be reintroduced by any other
delegation.
Reconsideration of Proposals. When a proposal has
been adopted, or rejected through a vote of adjournment
or "no competence", it may be reconsidered at the same
session by an affirmative vote of two-thirds of the
members present and voting. The motion to reconsider
must be made by a delegation which originally voted
on the prevailing side of the proposal; thus,
reconsideration may be moved only on the proposals
voted on by roll-call.
Division of the Question. A motion to divide the
question, proposing that parts of an amendment or
resolution be voted on separately, is in order at any
time prior to commencement of voting on the amendment
or resolution. Motions to divide shall apply only to
operative clauses. Permission to speak on the motion
shall be granted to one speaker in favor and one
opposed, after which there shall be an immediate vote.
The first motion for division to receive a majority
vote shall become the final manner in which the
proposal is presented. Those parts of the proposal
which are approved shall be put to a vote as a whole.
If all operative clauses of a proposal have been
rejected, the proposal as a whole has been rejected.
Dilatory Motions. The Chair may rule as dilatory,
and therefore out of order, any motion repeating or
closely approximating a substantive measure on which
the committee has already rendered an opinion. Such
rulings can not be appealed.
Appealing a Decision of the Chair. Rulings of
the chair can be appealed unless otherwise specified
in these GUIDELINES. Appeals can be debated by one
speaker in favor and one opposed.

__102__ VOTING METHODS AND RIGHTS: Each member delegation shall
have one vote in each Committee in which it is represented. No
delegate may cast a vote on behalf of another member.

__103__ Simple Majority. Unless otherwise specified in these
GUIDELINES, decisions in the Committee shall be made by a majority
vote of those members present and voting. Members
which cast a final abstention are not voting. If a vote is equally
divided between two sums of the same value, all motions fail,
since a simple majority is 50% (plus one vote).

__104__ Method of Voting. The Committee shall use ranked choice
voting (RCV). The Chair, however, may grant a request for a
roll-call vote; the decision to grant such a request is not
appealable. All final votes on resolutions shall be taken by
roll-call; the roll shall be called in English alphabetical order
beginning with a person selected at random by the Secretary.
Delegates shall reply "#1," or "abstain," or "abstain from the order
of voting." A member may abstain from the order of voting once
during the roll-call; a second abstention from the order of voting
will be recorded as an abstention. Rights of explanation are
permitted on roll-call votes and may be limited in time by the Chair.
At the end of roll-call, but before rights of explanation and the
subsequent announcement of the vote, the Secretary will ask for
changes of vote. A delegation may not change from "0" to "#1",
or "#1 with right of explanation" or from "0" to "0 with right
of explanation." Those abstaining may be accorded rights of
explanation. The result of the vote shall be inserted into the
Committee record.

__105__ ONLINE VOTING: The International Parliament will
conduct elections using online voting and all votes will be
posted where they can be easily viewed by the public with the
information as to who had cast the vote.

__106__ Conduct during Voting. Immediately prior to a vote,
the Chair shall describe to the Committee the proposal to be
voted on, and shall explain the consequence of a 1 or 0 vote.
Voting shall begin upon the chair's declaration and shall end
when the results of the vote are announced. Once voting has
begun, no delegate shall interrupt the voting except on a
point of order or information concerning the actual conduct
of the vote, or on a point of personal privilege.

Republic of Earth Parliament.

the success of any sector of the International Parliament.

120. Facebook, Skype, Telephone and All Audio/Video Chat Group Free Speech Guidelines
The International Parliament uses facebook web pages,
Skype, telephone and other audio, video and text chat groups.
a. The facebook chat groups entitled "International Parliament Facebook Chat List", "Senators", "Senators/IP 2016 Convention",
"IP Execs and Ministers", "Only Ministers IP", "All Party System Co.", "APS Co.'s International Bureau" and all chat groups used for
both International Parliament and it's individual "Ministries" business entities, can be considered official news outlets for announcements
of information about the new International Parliament.
b. Elected members of the International Parliament are sometimes added to these chat lists from time to time without prior
notification or permission of the elected members. The participating members are not offended when a person chooses to "leave
the conversation". No one's standing as an elected member is affected when they are added to a audio/video conference
or chat group, deleted from a audio/video conference or chat group, or if/when they "leave the conversation" or a audio/video
conference or chat group.
c. Announcements may be posted from time to time by the President and/or Vice President and other members but announcements
may be only about the new International Parliament.
d. Any frivolous, congratulatory, gratuitous comments which are inefficient, "thumbs up" posts, other sticker posts to
designated International Parliament facebook chat groups are not permitted.
e. "Thumbs up" are particularly prohibited because "thumbs up" is a plurality vote ("thumbs up" vs "thumbs down") and all plurality
voting is prohibited. Only ranked choice voting (RCV) is allowed and since RCV provides the "fuel" for our elected team.
f. In all Facebook, Skype, Telephone and Audio/Video free speech chat groups affiliated with
the new International Parliament, no personal messages from one person to another, no conversations
from one to another and no singling out of individuals with degrading comments to the group, are
allowed to be made in the group.
We are for the team, so all messages must be framed in such a way to address the team, not to be directed at individuals.
We study team psychology, so conversations about the team between individuals are not prohibited.
Comments which are detrimental to smart team psychology are punishable for the perpetrator by the deletion of their name
from the chat group where a violation had occurred.
g. When an elected member posts "thumbs up", stickers, "personal messages" or frivolous comments in any facebook
chat group, their name will be deleted from the group for 24 hours, or until they agree to refrain from making such posts.
h. The person who deleted the name is responsible for adding the name back and so once the 24-hour penalty has been served
the deleted name may be added back to the group by them or another group participant.
i. A second infraction of this rule, the person may be deleted from the group for two weeks, but the announcement that
a 2nd infraction had occurred must be made by the person who deleted them so others will know that the name being deleted
had violation the rule twice. The person being deleted may state their case to the Ten Executives (or others) should the
infraction had occurred by accident, or for any appeal for reinstatement.
j. Should a third infraction to this guideline occurs, the person is to be deleted for one month, and then
for any future infractions after the third one, then the count starts all over and the penalty term is
24 hours for the first offense, one week for the second and one month for the third offense.
k. The full and Deputy Minister, along with the three Administrators (Administrator, Deputy Administrator and
Associate Administrator) are expected create the appropriate method(s) of communication among Directors in the Ministry.
The five aforementioned officers act as the five-member executive of the Ministry, and they are expected
to maintain the Ministry and to be accountable for their duties to the Directors under a perpetual "vote
of confidence".

121. RESPONSIBILITIES OF TEN EXECUTIVES
The Ten Volunteer Executives ("Execs") will be
held accountable to the MIPs and Senators who
elected them.
They must perform at the high standards of participation
expected of them, before their
name is elected, as well as after, by demonstrating
high levels of performance and achievement.
Non-compliance will result in being
removed as Exec by the Vote Counting Ministry.
Before being elected, new nominees for the
Ten Executives, must elect (or be the primary
organizer in the election) a minimum of two
full Ministers and their membership, each consisting
of full and Deputy Ministers, fifty Directors and ten
Senators.
After being elected, the Ten Execs must
continue to demonstrate compliance by providing
evidence of their work every thirty days by
completing a minimum of one of the following
tasks every month:
--HELP MEMBERS TO VOTE
Execs must demonstrate compliance by helping
to increase the voting frequency
by our members (Senators, MIPs, Ministers and
Directors) by using RCV correctly.
--NEW NOMINATIONS
Execs must demonstrate compliance by bringing
new nominations to the team. Nominees can
brought forth to serve as new Senators, MIPs,
Ministers and/or Directors.
--BUILD MINISTRIES
Execs must demonstrate compliance by electing
Minister(s), Deputy Minister(s), Director(s),
Senator(s), and/or guideline(s), resolution(s)
and/or agenda item(s) and/or rules.

122. TEN-DAY WORK GROUP CYCLE
The Vote Counting Ministry will place
the "ten-day" activities of the Ten Execs on
the ten-day "Work Groups" cycle.

123.THIRTY-DAY WORK GROUP CYCLE
The Vote Counting Ministry will place
the "thirty-day" activities of the Ten Execs on
a new "Work2 Groups" web page which has been
established so that monthly records
of activity are entered and maintained by
the Vote Counting Ministry for the purpose
of monitoring, recording and assuring that the
activities are being conducted and completed
by the Ten Execs.

124. ONE MONTH PROBATION
All newly ten volunteer Execs will be on a
one-month probation period to perform and should
the new Exec not perform, then their name is removed
and ineligible to serve as Exec again, unless a propoer
appeal process is completed.

125. SIXTY-DAY "VOTES OF CONFIDENCE"
At the end of every month, the lowest ranked
of the Ten Execs not in compliance of these
guideline items #121 through #124, is eliminated.
The end of this month is known as the first
stage of the 30-day-cycle of the "Vote of Confidence".
The second stage of the "Vote of Confidence" is
the actual publicity surrounding the Vote of
Confidence, the calls for the "Vote of Confidence"
which are made public as new nominees for the open seats
on the Ten Execs are searched for, identified, attracted,
elected and welcomed.
At the end of this second stage, the highest ranked
name(s) are elected and the lowest one of the Execs
not in compliance are eliminated, and then more votes
of confidence are called should empty seats on the
Ten-member Executive remain open.
Only when all Ten Execs are in compliance will
new "Votes of Confidence" not be called.

126. MAJORITY COALITION
The largest number of MIPs and Senators who rank a single set of
guidelines is known as the "majority coalition". The majority coalition
elects the general guidelines for all members known as "Resolution #1".

127. PLEDGE DRIVE
The annual pledge drive starts on December 1st and ends on last
day of February. Donors who pay $60. as Senator sign-up during December
have their pledage apply beginning January 1st on the following year.
