___ IP Senate Chamber's group must be restricted to chat only on business and other topics are strictly prohibited in Facebook, Skype, email and other chats.

___ Violators may be promptly deleted from the chat group or email list by a Senator. Once the comments are to be reviewed by the Ten Executives of the International Parliament, decisions and actions may be made in order to help resolve and to avoid such situations in the future.

___ The IP's Ten Executives will rank speakers for the IP Senate Chamber.

___ The top-ranked name (i.e. #1) will take roles as both Chair and Speaker, and the second-from-top-ranked name will take roles as both Co-Chair and Co-Speaker.

___ The roles of the second-from-top-ranked name (i.e. #2), both the Co-Chair and Co-Speaker roles, will be to serve as back-ups to the Chair and Speaker,and to assume those roles should unexpected absence of the Chair and/or Speaker occur.

___ Senators will be notified of date of Senate Chamber Conferences at least one week in advance of the Senate Chamber Conferences and the time and date is scheduled by the Chair.

___ The roles of #1 and #2 (Chair and Co-Chair) cannot be assigned to others but the roles of Speaker and Co-Speaker may be assigned to the Senators and guest speakers who are scheduled to speak within the Senate Chamber.

___ The Chair will introduce the elected list of speakers scheduled for the Senate Chamber Conventions, and the Chair will time and notify the speakers, timed with opening and closing schedule for each speaker, and this is done with one minute advance notice.

___ Chair and Co-Chair may designate a parliamentarian and/or co-parliamentarian to facilitate full Senate Chamber Conferences or they may retain facilitator duties and not elect a parliamentarian(s).

___ Guest speakers will speak in the order ranked in priority by the Ten Executives, and the speaking order is reverse of that list, instead the bottom-ranked name speaks first, in consecutive order up list to the top-ranked names, who are the Co-Speaker and Speaker.

___ Official IP Senate Chamber Conferences begin when Chair conducts the following actions:
(a) Calling of the Meeting to Order
(b) Roll Call (One to five miniutes for each person present)
(c) Proof of Service, Notice of Meeting or Filing of Waiver
(d) Reading and approval of minutes of last annual meeting
(e) Ratification of prior Senate Chamber actions
(f) Report of Officers
(g) Reports of Committees and Ministries
(h) Election of Guidelines
(i) Election of Agenda
(j) Miscellaneous Business
(k) Call for Nominations
(l) Final Roll Call

___ The roll call will go through all the scheduled speakers names, fifteen names, and should the name not be present, their speaking slot removed until/unless the call in.

___ Once all scheduled speakers are called in roll call, new people are asked to introduce themselves. When that concludes the first speaker starts their fifteen minutes of time, and all other speakers adjust their time slots accordingly.

___ Each designated Speaker will get to speak for 15 minutes in audio and/or video calls.

___ When all speakers have spoken, the Chair or parliamentarian, may motion to hear all the speakers who remain in conference, along with new ones, over again in the same order or a new order adding new speakers, by starting again from the beginning of the list (the bottom name speaks first). Unscheduled speakers will be ranked at the bottom and so they speak first in the second cycle of speakers.

___ Motions will be used for the Chair or parliamentarian to recognize comments from all of the participants.

___ MOTIONS - Four Points - In order of Priority

Point of Order.

If, during the discussion of any matter, a delegate believes that the committee is proceeding in a manner contrary to these GUIDELINES, he or she may rise to a point of order. The delegate so rising will be immediately recognized by the Chair and the point ruled upon. A delegate rising to a point of order may not speak on the substance of any matter under discussion.

Point of Personal Privilege.

If a delegate wishes to raise a question or make a request relating to the organization of the meeting, personal comfort, or the conduct of fellow delegates or staff, he/she may rise to a point of personal privilege. When a delegate rises on privilege, the Chair shall take such action as is necessary.

Point of Parliamentary Inquiry.

A point of parliamentary inquiry is directed to the Chair for information or guidance on procedure. This point may not interrupt the speaker. It is a question and does not require seconding or allow for debate. Replies by the Chair are not appealable.

Point of Information.

If a delegate wishes to obtain a clarification of procedure or a statement of the matter before the committee, the delegate may address a point of information to the Chair. During debate, if a delegate wishes to ask a question of the speaker, a request to question the speaker may be made in the form of a point of information directed to the Chair after the speaker consents to be questioned, all questions and replies are made through the Chair. Delegates shall not interrupt a speaker on a point of information.

-- No typing on keyboard by participants when on conference because of typing sound being amphlified.
-- No recording during conference except for professional agents or planned equipment because recorder's self-video won't show, when participant recorder is recording.
-- Participant may be deleted by meeting Chair when participant brings continual loud traffic sounds, other loud sounds and after two complain about noise.
